A rental property may be an investment, but managing it is an ongoing responsibility. Finding tenants, arranging repairs, organising renewals and handling move-outs all take time. For landlords living overseas, or managing several Dubai properties, those tasks can quickly become difficult to coordinate.

Property management is designed to make ownership more manageable. The right arrangement should clarify what gets handled, who is responsible for decisions, when owners are updated and what the service costs.

What is included in a Dubai property management fee?

The exact scope depends on the management agreement. Services can cover marketing and tenant sourcing, lease administration, rent follow-ups, maintenance coordination, inspections, handover and dispute communication. Some landlords need assistance only when a unit becomes vacant; others want ongoing oversight throughout the tenancy.

There is a practical difference between leasing a property and managing a property. Leasing focuses on marketing the home and finding a tenant. Ongoing property management can continue after the move-in, helping with the landlord’s responsibilities during the tenancy and at renewal or check-out.

What landlords should compare before choosing a fee

There is no single percentage that covers every possible landlord requirement. A fee quote only becomes meaningful once you know what work is included, which third-party expenses are charged separately, and how the manager communicates with the owner.

For example, a vacant property may require photography, portal marketing and several viewings, whereas an occupied property may mainly require rent administration, tenant communications and renewal coordination. The same annual rent can therefore involve different workloads. Read the detailed Houzon Property Management service page for the current service offering; this article focuses specifically on fees and package selection.

Why landlords choose professional management

Time. A tenant’s maintenance request can arrive at an inconvenient moment, especially when the owner is travelling or living in another country.

Consistency. Documented checks at move-in and move-out help both landlord and tenant understand the property’s condition.

Communication. Having a designated contact can reduce confusion about who to approach for lease queries, repairs or renewals.

Continuity. Owners can maintain a process for re-marketing a vacant property, managing lease dates and following up on paperwork rather than responding only when something becomes urgent.

None of this removes the owner’s underlying legal obligations. It should instead make the day-to-day coordination more structured and easier to monitor.

Houzon’s Gold and Diamond property management packages

Houzon offers two service levels, Gold and Diamond. Diamond includes everything in Gold, plus extra financial and tenancy oversight. Each landlord gets a tailored quote based on the property, usually within 24 hours.

Services included in Gold and Diamond

Both packages list professional property photography; extensive property marketing; tenant sourcing and screening; arranging viewings; preparing the lease contract; key handover; re-marketing vacant property; lease renewals and negotiations; a designated property management representative; handling tenant complaints; property pricing evaluation; tenant check-in and check-out; Ejari and other government-registration assistance; arranging snagging; arranging maintenance-related work; and post-dated cheque collection and banking.

Extra services listed under Diamond

Diamond adds follow-up on the final DEWA bill, follow-up on default payments, arranging an inventory for furnished properties, tenant dispute management, petty-cash management and quarterly financial reports.

The distinction is useful: Gold covers a broad range of leasing and management coordination, while Diamond adds more detailed administration and reporting. Landlords should ask for a written explanation of what each listed service includes, and what requires separate approval or third-party payment.

How much does property management cost in Dubai?

Most Dubai property managers charge a percentage of the annual rent, plus VAT. The percentage is not the whole story, because two quotes with the same headline rate can cover very different amounts of work.

What affects the fee?

  • The package. A full-service package with financial reporting and dispute handling costs more than core leasing and coordination.
  • The property. A furnished villa with a pool and garden needs more inspections and contractor visits than a small unfurnished apartment.
  • The tenancy status. A vacant unit needs photography, marketing and viewings. An occupied unit mainly needs rent administration and renewal work.
  • Where you live. Owners overseas usually need more reporting and delegated authority, which adds time for the manager.
  • What is charged separately. Contractor invoices, spare parts, Ejari and other government fees are normally billed on top.

Ask whether professional photography, advertising, tenancy registration, banking services, maintenance contractor charges and out-of-hours coordination are included or charged separately. A low headline fee is less useful than a clear description of responsibilities.

Questions to put in the proposal: What is the fee calculated on? Does it apply annually or by contract term? Is tenant sourcing included when the unit becomes vacant? Who pays third-party marketing, Ejari, contractor and snagging bills? What spending authority is granted for emergency work? When are owner statements issued? Ask about any minimum charges or contract renewal terms rather than assuming there are none.

What Diamond adds: final DEWA bill follow-up; default-payment follow-up; furnished-property inventory arrangement; tenant-dispute management; petty cash management; and quarterly financial reports. These are extra administration and oversight features, not a guarantee against rent default or property damage.

What should an overseas landlord look for?

If you are not based in the UAE, prioritise reliable communication and defined authority. Ask who can approve work, how spending limits are set, how tenant funds are handled and how you will receive documentation.

A good management arrangement should explain the escalation process for urgent repairs and disputes. It should also make clear which matters still require your express approval. Property managers cannot promise that every tenant will pay on time or that a property will remain occupied continuously.

Property maintenance: coordination versus unlimited repairs

A management fee does not normally mean that repairs and replacement parts are free. Separate maintenance expenses may apply, depending on the agreement. Owners should confirm how quotations are obtained, whether approved vendors are used, and which work can proceed without advance consent.

For a Dubai villa, a maintenance plan may need to consider air-conditioning, water pumps, landscaping, irrigation and pool equipment. For apartments, the owner should understand the division between the unit’s maintenance and building-wide service charges.

Getting the tenancy documentation right

A complete management file should contain the lease and addenda, Ejari information where applicable, payment details, handover condition notes, deposit records, and relevant maintenance requests. When the tenancy ends, a documented check-out can reduce disputes about condition or missing inventory items.

Dubai’s tenancy legislation provides for security deposits to be refunded, subject to justified deductions, at the end of the tenancy. That makes move-in and check-out documentation particularly important.

Gold or Diamond: which suits you?

Gold may appeal to landlords who want leasing support and routine management coordination while keeping some financial and administrative tasks themselves. Diamond may be more suitable for someone who values additional reporting and the handling of more complex payment follow-ups and inventories.

The package should be matched to the actual property, its current tenancy situation and the owner’s expectations, not selected purely on the percentage fee. Ask to review the final management agreement and any service exclusions before signing. For the leasing stage, see our landlord’s guide to leasing a property in Dubai.

How are property management fees calculated?

Most proposals quote a percentage of the annual rent. Before comparing quotes, check whether the percentage applies to the contractual rent or the rent actually collected, whether 5% VAT is added on top, whether leasing or renewal fees are charged separately, and whether the fee is paid upfront or in instalments. Two quotes with the same headline rate can cost very different amounts once these details are included.

Costs beyond the management fee

Repairs and approved maintenance

A management fee usually covers coordinating maintenance, not the cost of parts, contractors or major repairs. Ask who approves work, whether there is a pre-approved spending limit and how invoices are documented.

Leasing, marketing and renewals

Confirm whether photography, portal advertising, finding a tenant and renewals are included or charged separately, and whether any fee applies while the property is vacant.

Government and third-party charges

Ejari, utility fees, bank charges, legal support and external contractors may involve third-party costs. Ask which party pays each one.

Vacant periods

The biggest cost of a poorly managed rental is often a long vacancy rather than the management fee itself. For a property earning AED 200,000 a year, one empty month represents about AED 16,667 in lost rent.

Seven questions to ask before signing a management agreement

  1. Is the fee based on contractual rent or collected rent, and when is it due?
  2. Does it include finding a tenant, photography, advertising and renewals?
  3. Who holds rent cheques, security deposits and any petty cash, and what records will you receive?
  4. Which repairs can be approved without asking you first?
  5. How are complaints, late payments and disputes handled?
  6. What reports will you receive, and how often?
  7. What notice period and termination terms apply?

The Dubai Land Department tenancy guide advises owners who delegate management to use a company licensed and registered with RERA, under a contract that sets out each party’s obligations and the management fees. Management contracts can be registered through the DLD property management contract service.

Frequently asked questions

Can property management help if the unit is already rented?

Yes, management arrangements can be considered for an existing tenancy, subject to document review, approvals and the scope of the service agreement.

Are maintenance expenses included in the annual fee?

Not automatically. The agreement should explain management coordination fees separately from contractor invoices, parts and other expenses.

Is property management useful for one apartment?

It can be, particularly if you live overseas or prefer not to manage tenant communication and administration yourself.

What is the difference between Gold and Diamond?

Both include marketing, tenant sourcing, lease renewals, Ejari, maintenance coordination and cheque collection. Diamond adds payment-default follow-up, final DEWA bill follow-up, inventory arrangements for furnished properties, dispute management, petty cash and quarterly financial reporting.
